Update Playbook Styles to Match U.S. Web Design Standards #161

This pull request updates the Playbook to use the U.S. Web Design Standards. It also contains:

some tweaks to the logo
a favicon
a reference to the design standards in Play 3
capitalization for the "Checklist" and "Key Question" subheads throughout

The below image shows what the new styles look like:

@mollieru could you and the team please take a look at the design to make sure it captures the direction in the Design Standards? If so, we'll merge this quickly.
