Any idea why the CRS Bill Summary for HR 7776 has the exact text duplicated three times?

This question would likely be better answered by CRS, as we don't have the expertise to comment on the content of the bills themselves.

My supposition is that the text of the bill did not significantly change between the different status steps.

Here is the equivalent summary information available from the upstream source, the Congress.gov API, which appears to match the summaries in our BILLSTATUS file.

I noticed a lot of XML changes in the past few days for BILL STATUS documents. I only happened to notice them because I was looking into this issue.

Are there any more XML schema changes planned for the near future?
