As a user I want to consent to sign up for a mailing list separately from the privacy policy consent check box when creating an account.

[ ] Use the same style consent box as privacy policy.
[ ] Descipritve text: "I would like to receive announcements and newsletters from TenFour"
[ ] Send the email to the TenFour list in Campaign Monitor
[ ] Log that the user has consented
