Missing bibliographic information for FIPS PUB 1-1 (1980)

Specifically, FIPS PUB 1-1 was published in 1980:

In any case, the bibliographic information should be added to the NIST Tech Pubs dataset.

fipspub1-1 does not seem to have ever been put in PDF format either, so it's just impossible to find online. That is, I've found exactly what the person above found... references to a document that isn't.
