Response time for displaying Value Sets is extremely slow

@SherylTaylor How long did it take to display the Value Sets. It took me only a one time 3-4sec wait and then it was pretty much instantaneous.

It seems to depend on the Value Set that is chosen – for example, ICD-9 can actually hang the system. I got this pop-up just now when I tried to display the ICD-9 Value Set. I also go this pop-up several times yesterday when I was testing the Tool.

@SherylTaylor Ok I got the same results for very large Value Sets. Might want to include pagination to deal with this.

Fixed with pagination, much faster now!
