Write pre-fill pattern in USWDS format #412

Take the pre-fill pattern proposal information provided by the VA as well as the information/content in the pre-fill pattern evaluation document created by the USWDS team and create a draft of the pattern page that matches the current format of USWDS pattern pages that'll eventually be published to the site.

Started drafting the page copy here: Pre-fill pattern page draft

To me, it makes sense that this pattern would fall under the larger umbrella pattern of "Complete a complex form." If that's the way we go, we need to consider updating both that umbrella page plus add the new pre-fill pattern sub-page.
