UI overhaul

Changes

Changed UI completely. Changed text editor for nominations. Now saves as HTML format. Displays with the formatting. Includes Google sign in branch, could delete old pull request.

Requires some more testing of all interactions, especially those requiring multiple users. Ready for production after:

• clean database
• Google api clientid changed to official utccf one
• change config to prod setting
