Cross referencing block titles no longer works with quarto > 1.3.4x #9

Quarto has given their cross referencing mechanism a big make over, and there are still changes to come. For custom numbered block, this means that cross reference labels have do be put in the fenced block specification. It is no longer possible to use the first title in the block.
