We could use the AAWDT data and the polygon tool in P4P to simulate different evacuation scenarios for the Port of Virginia. Using social network modeling in R as a base, we could model each road segment as a link and intersection as a node as in Ganin et al's 2017 and 2019 papers (PDFs attached). We could then use demographics data from the US census to estimate volume on specific road segments that would be used for evacuation, and model other road segments being unavailable by removing them from the network.
