Figure out how to export headers (and get them linking) in CMAKE #112

It would be nice if we could export everything relavent in the utilities project folder, so all the other nodes could use it statically. Theres a lot of documentation on this, but I couldn't get it working

Might be because I wasnt defining the exported headers in the package.xml file maybe>
