Centralize VME addresses, and use final ones from Mathias #16

I think at this point we are ready to start testing on real VME, once we have access to a free board - do you agree?

Is it possible to write the executable on the oRSC backend that reads from VME before the board gets here? Otherwise, I think the PC side of things is ready to test on hardware.

Hi @dabelknap, I just added some commits which have an untested (obviously) implementation of the oRSC standalone program to do the test. See here [1]. This should be all we need to will allow completion of #8.
