Make the in-process test tool a top-level tool and rename it to s2ptool #106

The in-process test tool is currently located in the test folder, even though it leads a life of its own, not related to unit tests. Therefore, it shall be moved to a top-level folder and be renamed to s2ptool. A manpage shall be added.
