Monitoring and uptime stats #7

We need to formally implement monitoring and uptime stats, so that the VacLab can be evaluated properly and fulfil its requirements.

CheckMK Enterprise has already been purchased (by Riff Labs) for this purpose.

checkmk01 is in use and available, currently being used for general Riff Labs monitoring.

Once #6 is done we can put a public status page on https://status.vaclab.org

Once Riff Labs London is in a better state we can have an additional status page at https://status-canary.vaclab.org which watches VacLab/Riff Labs Perth and reports uptime independently. Who watches the watchers? We do.
