cloudmanager APK fails to install on Android emulator 4.0 API Level 14, or higher

- What steps will reproduce the problem?
1. Start android emulator from AVDM with "Target:Android 4.0-Level 14"
2. Start browser and download the cloudmanager
3. Click the download to install the cloudmanager

- What is the expected output? What do you see instead?
Expect to see a popup noting application permissions.
Instead, see an error dialog: "Unfortunately, the process android.process.media 
has stopped."

- What version of the product are you using? On what operating system?
Android SDK emulator, "Android 4.0 - API Level 14" or "Android 4.0.3 - API 
Level 15"

My cloudmanager.apk is being installed. but it is not visible in application 
area of AVD
