Re-enable roadmap voting using Abacus #371

Photo Club Hub used to have a feature allowing a user to vote for roadmap items. It had to be disabled when the server doing the actual counting, CountAPI, stopped being maintained. Now Jason Cameron (a high school student in Ontario Canada) has created an alternative server, Abacus, with alternative code.
