Upgrade OpenAPI docs theme. #340

This supersedes https://github.com/vectara/vectara-docs/pull/339

This fixes a bug introduced by https://github.com/vectara/vectara-docs/pull/332 in which the build fails with this error:

Module not found: Error: Can't resolve '@theme/OperationTabs' in '/opt/build/repo/www/docs/rest-api'
