Link to R-universe + use development mode in pkgdown #651

Addresses some comments raised in #648, by linking to r-universe, using dev mode for the site.

i.e. creates dev vs non-dev

The released version updates once a github release is performed.

Also add links to vignettes hosted on r-universe for the sake of completeness.

I work in RStudio, which caused these additions to .Rbuildignore and .gitignore. I think these are harmless.

I updated the pkgdown gh action as well.
