copied existing ethr-did related repositories (ethr-did, ethr-did-resolver, ethr-did-registry) into this repo to make development of new DID method easier
removed all github workflow files / CHANGELOG from copied repos

These three repos could be moved to folder packages, and did-eth-method-draft.md to folder specs, so root folder is more "clean".
