Mouseover highlighting in Marketplace is unreliable

I can't quite quantify what's going on, but it's often the case that mousing over a Persona will not highlight them as expected until the mouse gets wiggled around a bit. This is particularly noticeable in the first column.

Possibly some mouse-moved events are getting dropped?

It's a set of tradeoffs on hover classes to get purification glowing working beyond the borders of the div its defined on. It will require an expert to rework, not me, unfortunately. I'll leave this open for now
