Remove rocky-8 testing #22

remove rocky-8 from the test matrix

In #26 instead I added it but as non-voting jobs since I know @fitbeard uses Rocky and don't want to pull that from underneath them, if they express that they don't care about Rocky 8, we'll just remove it then since we have no one else interested in that.
