General cost scheme #8

We need to establish a consitent cost scheme for the model.

Noting that Pywr uses negative costs for benefitial flow, we can use the following to start with (where the more negative value is exclusive):

Water above flood levels: 5000 Any kind of "push" to send water via a conveyance instead of a river: -1 Reservoir storage: -5 to -100. Discretionary hydropower: -100 to -500 Water deliveries: -500 to -1000 Environmental flows: -1000 to -5000 Flood control releases: -5000 upward

This approach isn't necessarily correct. Values should be spatially variable as well, similar to WEAP.
