Overwriting Dictionary object that can't be deleted leads to lockout #96

What steps will reproduce the problem?
1. Re-import a domain that is used
2. Import will failed (with no message)
3.

What is the expected output?
Overwrite is possible without deleting. Can't be able to delete should be an 
error

What do you see instead?
nothing happend : no message

Also Domain's value text are lost while extrating
