Add a Filter Rows Shortcut Action #182

Users have the need to sometimes sort an outlines rows. See #179 for details. For some reason, Apple has decided that Filter type actions are where sorting happens so this action is the one that would enable it.

A sample Shortcut should be created that shows how to do this and it should be added to the help documentation.
