Packages with Extended ASCII in filenames cannot be installed on Mac or Linux #30

In VIPM for Linux and Mac, vs 2023.1 and earlier there are problems installing packages that have filenames containing Extended ASCII characters.

An example of this is G-CLI on Linux, as reported here: https://forums.vipm.io/topic/7511-cant-install-g-cli-package-on-linux/#comment-14348

This should be fixed in VIPM 2023.3.1.
