Daily cron job #38

Separate github workflow that triggers daily around 7PM UTC.

To discuss: I've collected the 'daily jobs' (though it includes the weekly SC mailing) into one action+script. We could have separate scripts for each daily job if that is cleaner. No real preference from my side, at the moment these are still manageable as-is.

I believe this was basically finished. If you agree and can merge the updates with minor effort, please go ahead. If I am mistaken and components are missing, I am happy to fix them first.

Actually, nvm, I can see that I never pushed the latest version. Let me take a look

FYI, current version adds users to test_list on mailgun on purpose
