when the VLE_HOME env. variable is not set.

Since i did not add a test.

This pull request should be considered very carrefully.

I'm not sur that under certain context , the .vle is not removed.

Test not provided, but locally and manually done:

When installing a first package, everything works fine.

Not a proof of the patch, but not bad.
