Allow user to change the location of the config file #47

Also add a -h flag.

Please read the Contributing section of the README file which goes over the process for contributions. There are Contributors License Agreement which is in the docs directory. The appropriate one (Individual usually) needs to be printed out, signed, scanned, and emailed back to me per the instructions in the document.
