Describe the feature request

The repo should only contain the following components:

  1. Feature gates controller and plugin
  2. Capabilities controller
  3. Codegen plugin
  4. Packages for the above

This repo will no longer contain code that's specific to Tanzu Kubernetes Grid (TKG).
