This PR bumps the Conbench library dependencies, to include

do a buildkite test build before merging

I'm not sure this would test anything in this PR; the arrow-bci-benchmark-build-test pipeline kicks off a benchmark build but doesn't touch the schedule-and-publish pipeline that posts benchalerts notifications. I'm actually pretty confident the test suite that already ran on this PR picked up all the potential issues. We will see.

I'll monitor closely after merging tomorrow since the notifications are backed up anyway (https://github.com/voltrondata-labs/arrow-benchmarks-ci/issues/148).
