Add legistar links to bills #8

A basic version of this to retrieve legistar_url and record it to the bills table is done by https://github.com/liquidvote/sf-legislation/commit/ef2be5a87ea876a3bae7add9f331293b6af5cb39.

No support for displaying this in the front-end yet. Would be good to add a More info link when this is available.
