The thinking till now of district level matching between CS and politicians may be quite faulty. Following notes are after call with Priyamvad on 25th May 24

Broadly, three things might influence the movement of CS:

Connection : If the CS is connected to senior level politicians or bureaucrats. Image: There is an idea of the image that the CS carries. The image might be reflected in if the CS gets more international training exposure, posting in new kind of projects (more challengeing) etc. Just presence of vacancies. Possible ways to categories Bureaucrats:

Look at center or state budgets over time. Some departments would have higher budget allocation and therefore budget allocation can be a relative signal of importance. Some ministries might have better facilities and therefore would be more coveted (like PWD maybe) as compared to other departments where you are more or less on the sidelines (like culture promotion, national integration etc).

Some key identifiers might be instances or international exposure (like WB or other organizations). Who gets it and at what stage?

Posted in highly connected office like PMO or CMO.

Posted in some dept that oversees other departments (eg ?? perhaps FInance, etc).

At DM level, you can identify CS posted to bigger or better cities vs DM posted to smaller towns/districts.

CS getting opportunites as CEO of new agencies or some frontier aspirational project, etc.

  1. Less bullish on looking at heterogeneity along if ministries are aligned vs non-aligned. Although, didnt feel like had good argument.
  2. Try merging or looking closely at states like Karnataka as they are more open to releasing their CS to center.
  3. So teh trajectory is bit more complicated wrt empellement of CS. EMP is going to the centre, but that tenure is limited to a few years (usually 5) and they can come back/usually do come back. However it is not clear, who stays back and then who are the people that climb till cabinet sec position or at the top echelons. (NEED MORE INFO).

General Points unrelated to this project.

  1. Shalini can potentially have information about where to look for things that have been recently digitized. She mentioned one centre scholarship scheme that was digitized and suddenly the beneficiary number dropped to HALF, removing all the fakes from the system. There must be other such examples, where the digitization has improved efficiency of the scheme. On the other end of the things, it has reduced rent seeking opportunity for people at the front end of the bureaucracy. Possibly useful data: Some pre and post data of number of benefificiaries by district-year. Can be a metric for exposure of the bcracy to centre funds.

  2. It seems like most of the land records have been digitized in recent past across states. Exact timeline might not be easily available but perhaps binary coding at the year level is possible, where it turn 1 at the year when the process was complete.   3.
