In our targeted areas, what are reasonable expectations for literacy and language requirements?

This depends a lot on what region we're talking about. See http://en.wikipedia.org/wiki/List_of_countries_by_literacy_rate

Africa, excluding Egypt and the other Northern states seems to have a literacy rate of about 50-60%, though it's as low as 25% in some places. If we target Africa, we'll have to be careful to base our decisions on the exact countries we're targeting.

The Middle East has about a 75% literacy rate, other than Afghanistan which has a depressingly low rate of 28%.

Vietnam/Cambodia/Laos together have about a 80% literacy rate.
