build: update go to 1.23 #219

If this Pull Request is work in progress, Add a prefix of “[WIP]” in the title.

What did you implement:

update go to 1.23 (latest)
update golangci-lint to 1.61 (latest, to run on go 1.23)
update golangci/golangci-lint-action to v6 (latest)
