Update chairs on minutes, etc #230

Need to rotate chairs names on minutes, etc. @msporny do you know where we change minutes template boilerplate with the chairs names? Thanks

... and regenerated minutes for today (to remove Wayne's name and add Kimberly's name): https://github.com/w3c-ccg/meetings/commit/6ff9a11b6d66fd0ea0884774ce5c64830642313c

I believe this issue is now resolved and all future minutes for the weekly call will reference Kimberly correctly.
