Add moved to ccg to readme #4

We will want to mark the repo archived and direct contribution to the ccg.

@dlongley how do you want to handle this?

@msporny -- we want to transfer this (as opposed to archiving) and you have access for that, I believe.

@dlongley I have deleted the webkms repo from the ccg, please transfer this repo there and I will add myself as a code owner again.
