Creating new conflict resolution document #356

Taking the content from dispute resolution and structurin it into an HTML document.

Is there a way to enable anonymous reporting of incidents or unacceptable behavior?

This anonymity can be provided by an individual or a group of people who have witnessed the conflict but were not directly involved.

Consider adding a 'Table of Contents' to the top of the page that will link to the individual sections. At this time, this is the outline:

@rachelyager-nyc @dbooth-boston I have made some changes in accordance with your feedback. I believe more work is needed, but if you're happy with the current state, I'd like to merge this so we can review the much more readable version and solicit more feedback.

@wareid After reviewing the modifications, I am comfortable merging this version and reviewing the updated one in the next PWETF meeting.

I suggest incorporating as many of the existing comments as you can, and then merge so that we can see how it looks and reassess.
