@brentzundel, @jandrieu, this is a PR against #9 implementing my proposal in https://github.com/w3c/did-wg-charter/pull/9#issuecomment-899273513.

Does that answer the concerns?

@jandrieu the AC has just been notified about the charter, so I would prefer to merge these right away. I think the formulation is fine that way, answers Brent's concerns, and we can still play with it if necessary. Sorry about the rush.
