Register with IANA? #149

I noticed that the NEL field name is not registered in IANA. Registrations are not restriced to IETF documents. Given that we have multiple people generating and consuming the field, we probably want to register the name in https://www.iana.org/assignments/http-fields/http-fields.xhtml via the process described in https://github.com/protocol-registries/http-fields
