Change hasDroppedEntries to droppedEntriesCount #177

This PR changes hasDroppedEntries to a dictionary containing numDroppedEntries. This is based on feedback from https://github.com/w3ctag/design-reviews/issues/547. It also fixes some ReSpec errors.

Does this seem reasonable to other browser vendors? It was based on TAG review feedback. @bdekoz @rniwa let me know!
