Do not use headings in example markup #43

H1 markup was introduced in the examples at some point, which trigger LOTS of accessibility warnings when validating the HTML (during the process of publishing a spec to /TR):

We need to change this to ensure that we're not giving the wrong a11y/semantic hints for screen readers (and LLMs).
