Closes #726

In the call today, Alastair mentioned that this might be accomplished by an API. Would this mean that people would need to learn an API to get a different format of the guidelines?

To me, the wording of this PR means that there could be a button (or some other simple method) that changes the content, and the above comment implies that process of converting the guidelines would have to be done by the users.

@u9000-Nine this addition leaves it open. We could have a button, or an API, or something else. The core requirement is that we create it in a way that allows for multiple views. (Initial plan - use or adapt a content-management-system for multiple ways of display + an API).

We wouldn't expect or assume end-users would make use of an API, but companies or individual developers could do so and hopefully share the results.
