docs: update to `checkout@v3` #142

For now, this appears to just switch to node 16, but over time v2 won't get updates.

The error there is "License “cc0“ is not allowed for W3C Specifications." and wasn't caused by this change. I'm not sure if you want to use the "w3c-software-doc" license instead or disable the check somehow.
