first cut at creating bidi keywords in string-meta #55

@r12a Work is needed here, but I thought I'd get initial thoughts. I thought about using more mustard-y best practices and providing canned definitions to quote. And I wasn't sure about the value-vs.-attribute bits. Have a look and see what you think.

Why do ltr and rtl refer to CSS while auto refers to HTML?

(I know direction in CSS doesn't support auto, so the question is why we don't refer to HTML consistently here.)
