Address #88: Add WebIDL for LanguageMap, LanguageRecord, LanguageEntry and clean up appendix #89

Add definitions for all of the part of LanguageMap in addition to clean-up of Localizable.

This makes sense to add so that other specs can reference it more easily. This was requested by WebAuthn.
