2 column scroll #294

renaming branch from https://github.com/w3c/tr-design/pull/293 to get a new statically URL. Fix #287

@dontcallmedom @MarjaE2, I ended up renaming the branch as the old statically URL was still serving the old files. Please check https://cdn.statically.io/gh/w3c/tr-design/2-column-scroll-bis/src/README.html to see if that PR solves the scrolling issue
