Should "It is not a W3C Standard nor is it on the W3C Standards Track." be more clearly displayed? #320

I think the fix for this is twofold:

  1. Remove the group credit from SOTD and put it in the metadata section. This is better overall, and has the effect of making the next sentence first.
  2. Bold that next sentence with STRONG.
