Describe the issue

1. missing heading level 3 — see outline
2. needs heading after the Security paragraph, before the paragraph starting "An indicative distribution of the sponsorship...". Without a heading above that paragraph, then it is only associated with Security, whereas it's meant to be associated with all the sections under "Web for All - W3C Principles Champions"

Recommended solution

1. Could add an <h3> where one is missing, or make the <h4>s -> <h3>s
2. Add a heading there or restructure the info
