improve repository look & feel #2

Using the template from WCAG Techniques is a good approach for the individual ACT Rules. However, for the entry page I think that a more "repository"-like look & feel would be better. Maybe we can get some support from EOWG on this, as they are currently redesigning the WAI website.

I'd like to keep the look of the rules relatively familiar, to make it easier for people to start using them. I think we should integrate these into the quickref as well, which might be rather jarring if they have a different design from the techniques.
