Addressing issue 431 - 2.5.2 moving the example #454

Issue #431. On 15 Aug. the TF reached consensus to use Proposal 2 (move the software examples of essential exceptions out of the WCAG note 1 and into an example that is right after the note). The other two proposals have been removed from this PR.
