The reference to EN 301 549 uses internal anchor instead of reference See the 3rd paragraph in the Background section, 2nd sentence.

@pday1 I don't think this should be changed from what is in the editor's draft, unless you're worried that the text looks odd. It is the normal convention for a referenced standard (like the ISO standards referenced in the definition of the key term platform software) to link to the References section of the document. This section is a bibliography and is the convention used in W3C documents for such references. So I suggest that this PR be closed without merging.
